Co-Location Data Center
CASE STUDY #332
A DuPage County, IL Data Center Navigates Municipal Opposition and Community Concerns
THE CHALLENGE
The co-location data center operates an established data center in DuPage County, Illinois, in the heart of DuPage County's technology corridor. In early 2026, modernization work at the facility became the subject of an escalating dispute with the local municipality involving construction activity, permitting, temporary equipment, and a proposed fuel-cell installation.
The situation quickly moved beyond a routine permitting matter. The municipality issued a stop-work order and subsequently sought court intervention. As media coverage intensified, residents began raising concerns, and the controversy unfolded as the community was experiencing significant public opposition to a separate proposed data center. The negative sentiment toward data centers nationwide added fuel to the fire, and just months earlier, two data centers were proposed in the same area and, due to public outcry, neither was approved.
The co-location data center, therefore, faced a broader reputational and political problem: how to resolve immediate regulatory issues while preventing an operational dispute from becoming part of the larger anti-data-center movement developing in the community.
STRATEGIA’S ROLE
Strategia was brought in to help the co-location data center navigate the intersection of government relations, crisis communications, community concerns, and political strategy.
Rather than treating the matter solely as a legal or permitting dispute, Strategia focused on changing the environment surrounding the dispute. The strategy was to establish direct lines of communication with decision-makers, understand the municipality's underlying concerns, improve the co-location data center's public messaging, and demonstrate that the existing facility was fundamentally different from controversial new data center proposals being debated elsewhere in the county and neighboring communities.
CRISIS STRATEGY
Strategia's approach centered on de-escalation. The immediate objective was not to publicly challenge the municipality or allow the disagreement to become a prolonged political fight. Instead, Strategia worked to move the conversation from confrontation toward compliance, communication, and resolution.
The strategy emphasized a critical distinction: the co-location data center was an existing, long-standing DuPage County operation, not a developer seeking approval for a new greenfield data center. The work involved the modernization of an operating facility, including electrical, cooling, and mechanical systems necessary to maintain safe and reliable operations.
Strategia also recognized that technical explanations alone would not resolve the political problem. Residents and elected officials were concerned about noise, diesel generators, environmental impacts, power demand, construction activity, and whether work was proceeding without adequate municipal oversight. Those concerns had to be addressed directly rather than dismissed.
MESSAGING
Strategia helped move the co-location data center's communications away from highly technical explanations and toward a straightforward public message:
The co-location data center is an existing DuPage County business investing in its facility to keep it safe, reliable, modern, and compliant with municipal requirements while working cooperatively with local officials and neighboring residents.
The messaging emphasized that modernization was intended to update electrical, cooling and mechanical infrastructure, reduce the risk of outages and equipment problems, meet applicable safety and building requirements, and minimize environmental impacts.
GOVERNMENT AND ELECTED OFFICIAL ENGAGEMENT
Strategia worked the issue as a government-affairs matter as much as a communications matter. The objective was to ensure that municipal officials and other elected stakeholders understood what was actually occurring at the existing facility, why modernization was necessary, what the co-location data center was doing to address municipal concerns, and how the company intended to operate as a responsible long-term member of the DuPage County community.
This engagement also provided the co-location data center with a clearer understanding of the political environment surrounding data centers in DuPage County. Strategia's strategy was to separate the co-location data center's existing operation from the political debate over whether DuPage County should approve additional data centers.
OVERCOMING OBJECTIONS
Strategia did not approach resident and municipal concerns by arguing that they were unfounded. Instead, the strategy was to identify the concern behind each objection and provide a response or path toward resolution.
· Unpermitted construction: Emphasize cooperation with the municipality and establish a clearer permitting and compliance process.
· Temporary equipment: Explain why temporary equipment was necessary to maintain critical operations while permanent modernization progressed.
· Generators: Distinguish existing permitted backup generation from temporary equipment and explain its reliability function.
· Scale and environmental impact: Differentiate the co-location data center's established facility from proposals for entirely new facilities near residential neighborhoods.
· Transparency: Move toward direct communication with residents rather than relying exclusively on technical filings, attorneys or Village processes.
COMMUNITY OUTREACH
One of the most important changes was moving communication beyond municipal government. The co-location data center initiated direct neighborhood outreach, including a door-to-door effort and informational materials explaining what was happening at the facility.
The goal was not necessarily to convince every resident to support data centers. It was to reduce uncertainty, provide residents with accurate information, and demonstrate that the co-location data center was willing to engage directly with its neighbors.
RESULTS AND ACCOMPLISHMENTS
Strategia helped the co-location data center navigate a situation that had escalated from a permitting disagreement into litigation, negative media coverage, and growing community scrutiny.
The engagement helped reposition the company's approach from reactive crisis management toward coordinated government relations, communications, regulatory compliance, and community engagement.
Most importantly, the co-location data center remained an operating DuPage County co-location data center while continuing to work with the municipality on modernization and permitting. The case demonstrates Strategia's ability to enter a politically sensitive situation, understand the interests of government, residents, and the client, develop a unified message, engage decision-makers, and create a path toward resolution without unnecessarily escalating the dispute.
THE STRATEGIA DIFFERENCE
The challenge was not simply obtaining permits. It was rebuilding the conditions necessary for the government, the community, and the company to work through the problem.
Strategia combined crisis communications with government affairs, identifying the political concerns behind the regulatory dispute, helping the co-location data center communicate more effectively, engaging key stakeholders, and repositioning the company as an existing community partner seeking a workable solution rather than another controversial new data center proposal.
The case showcases a core Strategia capability for data centers, developers, utilities, energy companies, and other businesses facing municipal opposition: when a technical or regulatory issue becomes a political crisis, Strategia understands how to operate in both worlds.
